Zimbabwe Manpower Development Fund (ZIMDEF) was established by section 23 of the Manpower Planning and Development Act, 1984 (now revised Manpower Planning and Development Act, Chapter 28:02 of 1996) with the mandate of financing the development of highly skilled human capital in Zimbabwe.

ZIMDEF gets funding from the following sources;

  • 1% Training Levy calculated from the gross wage bill, collected from employers in terms of section 53 of the Manpower Planning and Development Act (Chapter 28:02) through the Statutory Instruments (74 and 392 of 1999).
  • Interest from the Fund’s short term investments.
  • Rentals from leased properties.

It is a statutory requirement that all registered companies operating in Zimbabwe register to remit 1% Training Levy calculated from their monthly gross wage bill. Failure to do so is a criminal offence.

ZIMDEF is a government agency that operates under the Ministry of Higher and Tertiary Education, Science and Technology Development.

Every registered employer who is involved in human capital development in the manner prescribed in the Government circular letter and is up to date with their 1% training levy payments.

Employers can register with ZIMDEF by filling in registration forms that are obtained from ZIMDEF offices or download the forms from our website. Completed forms together with a copy of a Certificate of Incorporation should be submitted to ZIMDEF.
